WHY is there always major factors to their reports, that have footnote excuses/explanations? WHY isn't ALL 50 states represented in these figures? That would mean, that your report is based on only a percentage of the states agencies data, and that there are several BILLIONS of dollars that are not accounted for.
There is also lots of abuse being dismissed by the military. Can we elaborate on that for 10 minutes?
